This collection consists of an original, handwritten proclamation delivered on 1 July 1825 by Antonio José de Sucre, chief general of the Army of Liberation of Upper-Peru (modern-day Bolivia and adjacent regions). The English translation of the title is "Report that the chief general of the Army of Liberation, in charge of the Departments of Upper Peru, presented to the general assembly of the same the day of its installation." The document gives an account of his military operations over 15 years in the wars of independence.
